Water does not respect local, tribal, state or national political boundaries. With an emphasis on international freshwaters, this class will examine the laws, principles and policies for the utilization of transboundary waters. We will draw upon the work of the Utton Center and examine model transboundary agreements. In addition students will study the Rio Grande Treaty with Mexico and numerous New Mexico Compacts for a class presentation. Student evaluation will be based on class participation, class presentations, and an independent paper. This class does not meet the writing requirement.
