Fulbright Scholar Matthew Ingram received the 2006 Congressional Quarterly Press Award for the best paper on law and courts written by a graduate student. The paper was titled, "Judicial Efficiency in 17 Mexican States, 1993-2000." Ingram is currently conducting research for his doctoral dissertation on state-level judicial institutions in Brazil.
