The Winters Centennial: Will Its Commitment to Justice Endure?

The Utton Transboundary Resources Center and the American Indian Law Center will present a national conference on the occasion of the centennial year of the landmark U.S. Supreme Court decision, Winters v. United States, which established a right to water to support Native American and federal reservations.
The conference will explore the important question: "Is there enough water to fulfill the promise of Winters?" and foster dialogue on fair and equitable resolution of pending and future Indian water rights claims.
Highlights will include re-enactments of the oral arguments in Winters and two other leading U.S. Supreme Court reserved rights cases: Arizona v. California and United States v. New Mexico and an exploration of the history of the Winters case and the current circumstances of the Winters locale.
Panel discussions and breakout sessions will look at the current state of the reserved rights doctrine and its effect on tribes, river basins and non-Indian reserved rights. A concluding plenary will offer various perspectives on and invite discussion of the challenges ahead in fulfilling the promise of Winters.
Dirk Kempthorne, secretary of the Interior, has been invited to be the keynote speaker. Other speakers will include senior federal, state and tribal officials and attorneys, eminent water law practitioners and leading academic experts.
