Joan Marsan is one of the preeminent natural resources attorneys in the state, and is an associate with Brownstein, Hyatt, Farber, Schreck, LLP, a law firm with offices throughout the Southwest and in Washington, D.C. Ms. Marsan is an Associate in the firm's Albuquerque office and a member of the firm's Natural Resources group. Ms. Marsan has experience in the areas of natural resources law, water law, real estate and land use planning, and Indian law. Ms. Marsan's practice has included cases pending before the U.S. Supreme Court and various state and federal, trial and appellate courts. Prior to joining the firm, Ms. Marsan was an associate at the prestigious Albuquerque law firm of Modrall, Sperling, Roehl, Harris & Sisk, P.A. She also served as a judicial intern for Senior Judge John L. Kane, U.S. District Court, District of Colorado. As a research assistant at the University of Colorado's Natural Resources Law Center she assessed the effectiveness of various property law regimes and federal environmental statues in achieving their stated policy goals. At the Brownstein firm, she has served as co-counsel for the Southern Nevada Water Authority in a six-week hearing before the Nevada State Engineer on SNWA's Clark, Lincoln, and White Pine Counties Groundwater Development Project. The case involved a 25,000 square mile region of east central Nevada and issues concerning groundwater modeling, basin of origin claims and environmental compliance. Ms. Marsan has also been involved in litigation relative to the East Cherry Creek Valley Water and Sanitation District (ECCV) [Colorado] which acquired shares in the Burlington Ditch and seeks to convert them to municipal use. Ms. Marsan holds a Juris Doctor degree from the University of Colorado and a Master's degree in Journalism from Northwestern University.
