The office of Lt. Governor is traditionally not a particularly powerful seat in New Mexico government. Yes, the Lt. Governor has the tie-breaking vote in the senate, but that tie-breaking vote is rarely needed. And, traditionally, the Lt. Governor seat is not a stepping stone to any higher office.
